I have windows 7 x64

Due to issues with some external hardware both the hardware provider and HP instructed me to re-install the OS. I did that and it resolved my original harware issue. However, now I am unable to copy some of my music folders back onto the laptop from the external hard drive:

I have taken ownership.
I have unlocked the hidden admin and attempted from there.
I have created a standard user account to verify that admin settings are working properly.
I have applied full control.
I have attempted to move these files with the DOS cmd prompt.
I have tried lock hunter.
I have tried to copy them to another machine.

The problem is these files are now encrypted. I did not set any encryption. I can also not gain permissions to remove these encryption. These are also not the original zip files but the completely extracted folders. Some, but not all appear green. This is highly upsetting, as I am using the same machine they were originally downloaded and extracted on, and even gave the machine the same name upon re-installation of the OS. I don't understand why these files are now encrypted when they would copy to my external hard-drive without issue before. All signs on the internet point to me being SOL, so I am sending out one last beacon before I get on the MAC bandwagon. I have been PC all my life but this experience appears to be the last draw as the original reason I had to wipe the OS in the first place would have been avoided if I had a MAC. Someone please tell me something good, otherwise, I will have no choice but to switch sides. There are 800 files being effected by this and I am on about day 5 of my time being wasted trying to find "work-a rounds" for all these 64bit windows problems. XP worked fine for me for so long, but at this point that was a long time ago.
