Windows 7 won't boot.

I wasn't really sure where to post this. So I have a computer problem. Basically, when I tried to run my computer today, it got stuck on the 'starting windows' screen. There wasn't even a loading bar. It just said on a black screen, 'loading windows'. I restarted it, and tried to run it in safe mode, It stayed on the 'loading windows files' screen and the loading bar never progressed. Finally it went into startup repair. All that did was loop over and over again for hours. So I restarted it yet again, tapped F8 till 'advanced boot options' came up. I then selected 'repair you computer'. That loaded up and ask me to select region, but then it just went to a windows background and froze. I can't think of anything else to try other than reformatting. I've had similar issues twice. So It's been reformatted twice. I'm beginning to think I might have some serious re-occurring issue that I can't figure out. I'm running Windows 7 Ultimate 64-bit Edition . Any help is appreciated.

I tried to run windows defender. but even when I set the first boot device as the flash drive with the program on it, it still didn't run. It just went back to the 'windows error recovery' screen.

Try burning to CD. Try triggering stick or CD using one-time BIOS Boot Menu key.
