Computer takes ages to start and doesnt shut down

Hey guys, I've decided to join the forums due to this annoying problem. I've attempted many methods (which are in the forums) to solve the problem but it has been unsuccessful. P
Okay, so what happens is when i start my computer (a Packard Bell) The Packard Bell page comes up and just says on there for around 5minutes before it says 'Starting Windows'. What i normally do in the meantime (due to getting bored) is press F3 and when the disk driver opens the computer is ready to allow me to login.
I can log off easily to switch to another user, but i cannot shut down ( it may do but it takes more than 15minutes and I've never waited that long) so I have to use the power button every time i shut down.
Are there any solutions to this problem? I've had this for a couple of days now and decided to ask for some professional help
Edit - the above occurs whrn i use disk defrag, which doesnt work when i click on it and even with the command prompt the comp has slow startups and shutdowns
