Will a system files checker scan fix this?

I am wondering earlier I ran a program in compatabuility for windows 98, and the program kinda locked up, now when I open task manager it looks like this see attachment, my pc also seems to have gotten a bit lower after this as well, even after a reboot, I did a virus scan and one hit came up but its a false positive, I checked. Any help will as usual be apprecated.

Bascally how the file, etc options that are supposed to be at the top of the task manager window, have dissappeared on me. Sfc /scannow didn't find anything so lovely, How can I possibly fix this?
