Is this an Asus PC and have you run ccleaner lately? If so run system restore back to a point before this problem occured and that should solve it!

Disable any Asus programs from start up in msconfig

It only happens when the missing file is in use when you run ccleaner. It deletes it. Do the system restore and all should be well!

Thanks, I will have to do a reinstall. I have restore disabled so don't have any restore points.
Is there anything to check before running ccleaner in the future.

It doesn't seem that you mind doing a re install! If that is so then may I urge you to do a clean install and follow gregrockers excellent tutorial here:
Clean Reinstall - Factory OEM Windows 7
This will kill two birds with one stone insofar as it will not re install any of the Asus bloatware so the current problem cannot arise in the future. It also has a big impact on your PC perfomance. I did it on my Dell three weeks ago and it was like buying a new PC!
I daresay you could tweek your PC and get rid if the problem temporarily but bloatware is always a pain. If you take the install route may I also urge you to enable Restore Points, you are the second member of this Forum this week who has a problem because restore points was disabled. Her thought he wouldn't need them as he had no problems for 2 years, That's just when you do need them, I think!

This is a built pc, not a store bought. I wouldn't think when I install drivers that there would be any of this "bloat ware" as you mentioned.

In Post #2 I asked "Is this an Asus PC" to which you replied "Yes it is an Asus, sabertooth z77". I assumed this to mean it was an Acus PC with a sabertooth z77 motherboard! Your system Slec shows the PC make and model as "Intel"?? Bit difficult to help when info is confused!
I assume you have a CD supplied with the motherboard? I have no idea what is on that!
