    Welcome to the forum nomikk

    *Follow the tutorial below

    *Also try rebuilding icon cache

This may or may not help but it can't hurt. From the cmd prompt run sfc /scannow three time booth after each. This is Windows 7 way of checking is own files and repairing them if it can.
Another though would be a infected computer. My first choice would be.

    Windows Defender Offline

You haven't provided any feedback on the suggestions earlier.

Did SFC find any violations? Did you reboot after it did?

Re your problem with paint I would suggest you do a Repair Install

Is you first problem fixed? A little feedback helps.

Start and type Windows features and you will see what you are looking for.
Notice you can find a lot of things just by typing off of the Start Orb.

Well did you or didn't you turn Windows features on? This is a two way street you have to work with us with not only question but responsive answers.

I can see "paint" under accessories, and it's the only way to use "paint"
