Windows 7 prof 64 bit wont go into safe mode, auto loads profile with

I am a network administrator that has just introduced the first Windows 7 professional 64bit laptops into the school network. After three days of use I have one laptop (will leave the other for another post) that immediately boots into one of the student's profile. You can not shut down, restart, log off from this profile. I can't do any searches (like for msconfig), or open anything from the start button. I can open desktop icons. I went out to the Internet and tried to download TrendMicro's Housecall, thinking maybe it is a virus, it will not scan after the download. I tried booting into safe mode for the last known good configuration option, it will not boot in safe mode. It will however accept F12 for booting options. I tried an Internet suggestion of using the Windows 7 DVD and do an upgrade, the machine will not acknowledge the DVD/CD drive, even when I make it the only boot option. I have ran out of options and am concerned that the other 63 will start misbehaving as this one and the other have. Please anyone know what is going on here, I've been Internet searching for a few hours now. Thanks for any efforts to help. Roberta
