Windows 7: Process 1 initialization failed/ Bootcat replace failed

Process 1 initialization failed/ Bootcat replace failed

I can currently copy a good bootcat.cache using repair cmd to be able to start up.
Windows will not create a new one if deleted.
Drivers supposedly up to date.
I can no longer restore to before errors.
I initially thought it was because i did not have enough wattage pumping into my new graphics card. I now do have enough. The next thing i will be checking is if removing the card will stop the erroring.

Memory Diags was all good and Disk error check i assume went well because it did not mention issues and i was not home when it finished.



Frustrated.
