My storage drive has been showing signs of wear recently, so I have purchased a new one and was in the process of transfering files from one drive to the next. However I have come upon an issue regarding permissions. A seemingly random selection of files and folders have been denying me access to move them, or even view them. The folders themselves appear to be empty, while taking up space regardless. In a few situations, ownership is given to S-(large volume of random numbers), while in others my user/admin account is in control. Attempting to change ownership, modify permissions, move or access the files/folders will either claim an error occured while changing the settings, or claim I do not have permission to do so.(it switches back and forth).

mitchell65, that seems to help with setting ownership, however even with ownership, and permission set to full control on ALL options(admin,sys,user/admin,user) Access remains denied to any of the affected files or folders.
I had noticed one folder set itself to read only, I can uncheck the box, and apply, but the changes will not take place.

Every file. mp3's, avi's, pdf's, dat's, anything on my D: it turns out on every reboot it picks new files to lock out. Virus scans come up clean, likewise with malware. I cleaned my registry, dropped my UAC to nothing...
