Blank UI (tabs, windows...) on Windows 7 Home Premium

Well, a friend of mine gave me his laptop to fix with a strange error I've never seen or heard of. The UI of Windows simply doesn't have any letters, and every window you open is blank (this is best appreciated on the attached images). The only windows you can see letters on, are the Command Prompt, the "Run" pop up and "msconfig".

These problem seems to occur even on safe mode. And because of that I can't run no anti-virus or anti-malware software I don't know if its some kind of virus. I tried to disable all unnecesary startup programs on msconfig, but it didn't work, the disabled programs keep runing when windows starts.

That's my problem and I really hope you can help me, because he doesn't want to lose his data on a format. Thanks in advance.

PS: These are his computer specs

SO: Windows 7 Home Premium (I suppose it's 64 bits)
    CPU: Intel® Pentium T4500 2,20 GHz
    RAM: 4GB (2 x 2GB) DDR3
    GPU: Intel GMA 4500MHD (built-in)

    PS-2: Sorry for my English
