Windows 7: can't access the programdata folder on windows 7

i am a newbie on this forum and i'm not fluent in english so you may read my post a bit confuse and i am not good on computer's thing.

i had installed a program, then the program gone wrong i don't know what happened to it. i try to fix it. but i can't, so i went to uninstall it and installed it again.

but when i installed it, the error message come and say that the folder in crogramdata\xx exist and can't create the folder.
so i used cmd : to take ownership and grant it.
then i deleted it, hope that the folder is removed and can create it.

but now when i tried to install it again, the error message say that
can't access to crogramdata\xx please contact administrator.

please help me wth this problem
