Action Center Flag System Icon cannot be turned on
Taskbar Properties/Notification area/Customize/Turn system icons on or off/Action Center is Off and grayed out. I actually want it showing all the time. Restore default icon behaviors and checking Always show all icons and notifications on the taskbar does not bring it back either.
It is possible this issue could be related to Windows firewall becoming disabled and non-startable over a month ago. This problem was corrected by McAfee 2nd level tech support because I had just terminated McAfee Security Suite available through Cox Communications free and replaced it with Microsoft Security Essentials. I have attached the McAfee merge registry fixes (bfe & mpssfc)they gave me to run. I might have also lost Action Center icon at that time but not noticed it.
When I noticed the loss, I found the Action Center service was not present at all and was able to restart it with the attached registry merge fixes. However I cannot get the Action Center icon to reappear. I ran a scannow sfc and have attached the sfcdetails file showing repeated errors with taskmon.ini that could not be repaired.
I do not have any Windows Restore points today, though yesterday I had several but they were all dated 15 Jun. I know I have done system backups so this concerns me. I do have an Acronis backup dated 16 Apr, a Dell reinstallation disk, and have read Brink's post on a repair install using latest official Windows 7 with SP1 ISO file here: Windows 7 SP1 ISO from Digital River « My Digital Life, and use Windows 7 USB-DVD Download Tool to create a bootable DVD or USB flash drive with the ISO to do the repair install with. I could do a clean install also but have a great deal of data and programs I do not want to have to install from scratch. Microsoft Security Essentials full scan did not show any problems with my system. I do run two utilities to maintain my system: System Mechanic and TuneuP Utilities 2012.
Though the problem seems minor (as long as nothing else is wrong) it is irritating but I could learn to live with it and check Action Center manually from time to time.
I also received an error message yesterday when a new user account I wanted to test with was denied creation. The error message was "The User Profile Service service failed the login. User profile cannot be loaded. I took the action Windows 7 forum said to do if this happened but still could not create a new user account.
I would appreciate any help or recovery techniques or comments on my system's behavior.
