I cannot open my Windows Explorer and Control Panel (Again).

    I cannot open my Windows Explorer and Control Panel (Again).


    Initially, I have an issue that suddenly I cannot open Windows Explorer and Control Panel and I am able to fix it by my self as in my post here (Can't open Windows Explorer/Control Panel for domain user).
    Where the issue only appear if I login as Domain user.

    But then, after I restart my laptop and login again as domain user, it happened again.
    And only if I login as domain user.
    Just curious that it is related with windows update or other update from other programs.

    I search for this issue and I found that after updating new IE-9 it will have this issue.
    Is it correct?
    If 'Yes', how to fix it? Because I am not sure that I can use System Restore for my laptop.
    And why it happen only for domain user and not with local user (local admin or normal user) ?

    Try running a system file checker scan from an elevated command prompt (option two.) If any problems are found run the scan 3 times rebooting in betwen eah scan.

    You could also see if there are any application conflicts by performing a clean boot.

    Hi marsimar, thanks for the reply.

    Before I read your reply, I was logging in as local user with administrator privileged which has no issue (and hope it never happen). But unfortunately it is. It happen today morning when I open my windows explorer. Same issue with domain user.
    For me, seems like some files/services/updates are causing this issue. Because it is not happening with 'administrator' local user.
    And if I checked in Task Manager, it shows 'FlashPlayerPlugin_11_3_300_265.exe' running twice with different memory usage (3,704K and 16,972K). Same as in domain user.

    At the moment I will try some steps from you. Hope it fix my issue.
    And I will update the result here.

    Hi, I've tried all the suggestion solutions but it still there. So, i just keep it as it is (which is silly thing that I've done).

    Yesterday I tried to login as local user with admin privilege and, accidentally, I click Windows Explorer and it work. I can open my windows explorer and control panel normally. I do not know how.
    It could be from Windows update or other programs. I've checked in Update History, only Windows Defender KB915597 on 30/09/2012 with 'Successful' status. And others are failed.
    Other thing that I've done (with local user) is running a tool from microsoft (http://support.microsoft.com/kb/2597986) for re-registering OCX for my Office 2010.

    But this issue still happen with my Domain user.
    Still wondering.

    Group Policies?


    Perhaps the Domain Policies (Group Policies) are preventing you from opening "Windows Explorer" and the "Control Panel".

    Can you do a "System Restore" to a time that pre-dates the problem?

    Guys... finally I got it.

    After I uninstall Real Player and Nero 8, restart the box, yeehaaa... I get it back (as local user and as domain user).
    I'm using other tools for remove and cleanup (Revo Uninstaller and CCleaner Now).
    Now, I can open my windows explorer and Control Panel.

    Thanks for all your suggestion and support.


    But, the thing is I still don't know why those 2 apps blocked me from opening my windows explorer.

    Anybody know the reasons?
