run as different user is missing

Hey Brink, I just upgraded from Windows 7-32 to a Windows 7-64 pc and the option to runas different user is missing when I right click an executable or whatever. I used that option heavily for some admin functions on the domain. I'm in an enterprise environment and it's possible that a GPO disabled it, I have no access to change that, but can you tell me how to edit the registry to restore this option? Google is finding users with the same problem but no solutions as of yet.
edit: Yes I do mean while holding the shift key down and right clicking that the option is missing.
