You said you tried to reinstall but it blue screened, yet you can get into Safe Mode? Is this the new install or the old one?

Bad System Config info BSOD error is often caused by bad RAM.

Test your RAM - Test with Memtest86+
for 5-6 passes following the steps in blue link to test both RAM and slots.

Remove all but one stick to try install, then if probs persist swap sticks.

If this does not help then try working through the steps for Troubleshooting Windows 7 Failure to Boot which lead up to running Factory Recovery or getting the superior Clean Reinstall - Factory OEM Windows 7 .

You have a corrupt registry. Try running SFC -SCANNOW Run in Command Prompt at Boot.

If this fails try a few more Startup Repairs to see if it will auto-repair, and if not I'd move on to running Factory Recovery from its partition or disks, or getting the superior Clean Reinstall - Factory OEM Windows 7. There is a step to rescue your data.

Ok development. I got everything downloaded got DVDs and my second laptop won't burn. A buddy of mine is gonna make me a bootable cd of windows repair and we will try that. I also tried the infinite startup repair loop to no avail.

Did you try burning with the tool in tutorial Step 2? If that fails try ImgBurn at 4x speed.

You can also write installer to flash stick from Step 2.

Ok I got the cd put it in changed boot order to cd then HDd then it went to repair. I restored and then it did nothing. Tips?

Would I be able to take my hd out slap a new one in take all my files off as if it were an external then do clean repair?

There are steps in the Troubleshooting tutorial to rescue your files plus numerous other steps both in the tutorial and which I've given you individually to try to repair Windows 7, out of which you have reported trying exactly two.
