If you have worked through all of the steps in Troubleshooting Windows 7 Failure to Boot
and still cannot start Windows 7 then you may need to copy out your data using one of the rescue methods given and run Factory Recovery or Clean Reinstall - Factory OEM Windows 7.
Is this factory preinstalled Windows 7? Is there a Recovery partition on the Hard Drive?
What were the results of SFC -SCANNOW Run in Command Prompt at Boot.
I'd also try System Restore again from booted Windows 7 DVD or Repair CD.
