Let me correct myself. I booted from the cd. It ran a virus scan and found nothing. I have tried to use all my restore options but no luck.

If you have worked through all of the steps in Troubleshooting Windows 7 Failure to Boot
and still cannot start Win7 then you may need to copy out your data using one of the rescue methods given and run Factory Recovery or Clean Reinstall - Factory OEM Windows 7.

Is this factory preinstalled Win7? Is there a Recovery partition on the Hard Drive?

What were the results of SFC -SCANNOW Run in Command Prompt at Boot.

I'd also try System Restore again from booted Win7 DVD or Repair CD.
