You mean the keyboard layout? Unicode pretty much has almost every character from all the major languages. So what I think you are referring to is the keyboard layout. No?

    Hi Goqor

Unicode should not be your issue here as this is designed to allow one character set to work with many languages. It does of course require correctly written applications to operate.

For non unicode applications you need to set the system Locale in the control panel language. this is unfortunately something that needs to be set each time.

One thing that may help is the Language bar
this is direct from windows help

    To show the Language bar
Right-click the taskbar, point to Toolbars, and then click Language bar.

Once the Language bar is displayed, you can right-click it to display options for changing its settings, which include docking it on the taskbar or displaying it vertically instead of horizontally.

    Note
If the Language bar isn't listed in the Toolbars menu, you don't have multiple input languages installed on your computer. You need to add additional languages using Region and Language in Control Panel. For more information, see Add or change an input language.
Also I believe that to use more than one sytem locale you require an ultimate or enterprise version of Windows 7
