I still have this problem, but i think i know with what is this problem related.
I got a laptop with windows installed (but with no installation DVD, but with genuine code), so when i had to reinstall, I downloaded installation from torrents, and with that I installed same installation disc on 2 computers, and they both have same problem.
Now I tried sfc /scannow, but it reported that there is no corrupted files.

    Hello krtislav,

Yep, that would most likely be your issue. Try using an official ISO of Windows 7 at the link below to use to do a clean reinstall of Windows 7 with using your legal product key number that came with your laptop.

Official Windows 7 SP1 ISO from Digital River « My Digital Life

    Hope this helps,

No, that is a solution, there is no more questions about it.
This is not such a big problem, but next time when i reinstall windows, i will use this ISO.
    Thank you :)

I was wrong, it wasn't because of the installation disk. I know why this happened.
It just came all of the sudden to me.
It's because of actual window manager.
When I turned it off, problem got gone
