Windows Cannot Find Error Message

Starting today I noticed I kept getting this message,

Whenever I would try saving a photo, or download a program, or a file etc. So how can I fix this? I did do a virus scan and it said my PC was clean.

And how can I download any programs if I can't open it? Internet explorer allows me to save photos but when downloading programs and trying to open them it says the program is a virus.

So again how can I fix this problem?
