Windows boots to black screen with cursor

I turned on my computer tonight and before booting it started scrolling text saying deleting corrupted files and scanning files etc...this went on for at least 10-15 minutes and then when it was done it said "Starting Windows" like normal, then brought me to a black screen that said "Preparing to configure windows...do not turn off your computer". That message disappeared after a few seconds and left me with a black screen with a mouse cursor. In the bottom right hand corner of the screen is a power button, bottom left is ease of access button and bottom center it says Windows 7 Home Premium.

I can't do anything with this. I've restarted numerous times, and I've tried restarting in Safe Mode and it still brings me to this point every time. I've also tried using system restore and startup repair through the advanced settings from pressing F8 during boot up. Nothing fixes this.

How can I fix this?

PS. I did not upgrade my version of windows or anything...Windows did install some updates last time I turned off the computer I think.

This happened to me, in my case it was a corrupted registry, put in the windows 7 restore disc and try to system restore to a point before it happened. But if it is a corrupt registry, i had to re-install windows completely because i disabled system restore because of my small SSD

Follow the below mentioned steps in order which could fix this issue:

• Check if Hard Drive is recognized in BIOS or not. If yes, follow next step. If NO, load BIOS defaults and if possible reseat Hard Drive too.
• Run Hardware Diagnostics on the Hard Drive.
• Boot to Safe mode and try creating a New User account and check if the symptom appears in the New User account or not.
