Error in Windows startup, missing msingv32.dll

Every time my system reboots, there will be an error of missing msingv32.dll. (The module cannot be found) There's no big problem with this missing .dll file but it's been bugging me and my system seems to lag at times. I don't know if the missing file affects my system or not.

I've tried to google this problem but I cannot find anything regarding msingv32.dll.
I will really appreciate it if anyone could help me out.

BTW, can you boot into http://www.sevenforums.com/tutorials/69585-safe-mode.html ?

Use the System File Checker as suggested by Arc, then try a http://www.sevenforums.com/tutorials/3413-repair-install.html if there are file errors detected.

Did Windows come pre-installed or did you clean install it yourself?

In this case, Download, install and update MBAM free in safe mode with networking, and scan your entire system.

It might be some malware issue.

After I did the scanning and removing with it, the problem still persists.

Try establishing a Clean Boot as shown in Troubleshooting Steps for Windows 7.

Then work through the other steps including checking the log for repeat error which may reveal which program is generating the error.
