    Can't Access Settings on Control Panel


    Hi good day!

    I'm having a problem with my OS today,

    I can't access some settings on control panel,
    nothing happens whenever I clicked those icons inside the red box (as shown in the image).

    I already tried accessing the Hidden Administrator account, but still can't access those settings.
    I tried doing sfc /scannow, but "Windows Resource Protection did not find any integrity violation".
    I also tried to system restore but its not always succesful.

    Hope you can help me.

    Are you the administrator? Going by my weak memory cells those things are for administrators only.

    Malware?


    Have you scanned for malware?

    Safe Mode?


    Does the same problem occur if you:

    • Run Windows in "Safe Mode"?
    • Create a new user account?

    yes sir..
    i tried running in safe mode but still i can't open user accounts..
