Search Index not finding content in HTML files

I have .htm and .html files in a folder that is indexed (under Users folder). In Control Panel/Indexing Options/Advanced/File Types, I have the .htm and .html extensions, and they are set to index properties and file contents. I've tried unchecking them, rebuilding index, then checking and rebuilding index, but it doesn't find what I'm looking for in any of the file contents.

I also tried searching with the the prefix "content:" as was suggested in a different post on this site. That seems to work sometimes but not with every searchword.

FYI - I was also not finding searchwords in PDF files in the same folder, but found a solution on this site for that. I needed to download a fix from Adobe, then rebuild the index. Those searches work correctly now.

Any help would be appreciated. Even if you tell me that .htm or .html file content can't be search, I would be satisfied and move on from there. Thanks.
