Windows 7: Eastern Languages NO LONGER working.

Basically they no longer work properly in some cases, which I don't understand.

If I visit, Nicovideo.jp or xoyo.com (Chinese or Japanese) they languages will display properly.



But then when I launch Skype, it's all Squares! It no longer properly displays characters.



Along with other programs such as windows based dialouges are squares also.

But the thing is, they worked properly before but even after several reboots, checking Windows Update for language pack updates, the problem still persists.
