these are called docks. there are many different ones available. the round one is called circle dock I believe. Im sure someone else will have the names of them all

Vista, Windows7, Mint Mate, Zorin, Windows 8

Those docks are nice if you have few shortcuts to put in. If, however, you have a lot of shortcuts and of different categories (Folders, URLs, Programs, etc.), it can get pretty messy. In that case I prefer to use the "Toolbars" from the taskbar. There I can define seperate Toolbars by category - thus easier navigation.
