Hiya and welcome to the forums
Does this problem happen with any USB device that is left in when shutting down or only when the modem is connected ?
Personally I would look at replacing the USB modem with an affordable router with built in modem. This way you would connect wirelessly or via an Ethernet cable, and eliminate the shutdown issue. Plus a router is a much better option than a usb modem and you could connect more than one device (mobile phone, laptop etc.) to the internet via the router.

Well have you thought about leaving the system running 24/7. If it is used for Caller ID why would you want to shut it down. You won;t have the caller ID then.
