You can either get a bigger SSD and re-install your OS or keep the current SSD and install a mechanical drive and just use the SSD for your OS and your mechanical drive for everything else.
The OP has not installed anything other then Windows. He has 16BGs of RAM so Windows will create a 16GB pagefile. And then the default hibernate size will be 16GBs so all contents of RAM can be written to the drive if needed.

Maybe this link will help you disable it. It is fairly straight forward. No you won't see the Hiberfil.sys file as it is hidden and there really isn't any Graphical User Interface windows to enable or disable it (well there is but it is berried in the advanced power options).
