Windows 7: .NET Framework dialog box

.NET Framework dialog box

So when I boot or login as a different user I get the following dialog box.
I am running Win 7, 64 bit Home Premium.



'REQUIRED SYSTEM SOFTWARE NOT INSTALLED.
Microsoft .NET Framework Version 2.0 is required to continue.
This software is available for free download at
Microsoft Download Center'

I have installed the Microsoft .NET Framework 4 (Standalone Installer). I have attempted to install the listed above version and I get a dialog box directing me to 'turn features on or off' so I've gone to the windows features dialog and checked on the Microsoft .Net Framework 3.5.1 file/program set. So far no luck.

Any one else have this problem? Any thoughts or advice?
