Device Manager Shows up empty. Win7 Pro x64

I'm *trying* to fix a friends computer. The issue is that Her movie maker displays an error saying the laptop needs to meet the mim requirements, or upgrade the graphics driver.

After hopping straight onto devmgmt.msc, it just displayed a blank window. At first i thought maybe it was just loading so gave it a minute. Still nothing.
I've tried to access it from the control panel and also activated the default Administrator account (Activated through cmd) to test if it worked in there but to no avail.
Also checked Enum permissions in regedit were set to Everyone for what it's worth.

I went on to the Intel driver update website and did an automatic search for the the appropriate drivers that could have possible updates. Under each category of driver, The message simply stated that the drivers were all unrecognised.

The person brought the laptop from JB Hi-Fi . And I've just been using team viewer to try and help so I think there isn't much more I can do from my end.

From rememberance it's a Toshiba laptop, Win 7 Professional x64, 4GB RAM and Intel HD Graphics integrated.

Any Ideas would be appreciated.
