Can't change any of my settings or properties

I recently changed my user account, I made a new one and deleted my old one but kept my files. Now I am no longer able to pin stuff to taskbar, change my folder and search settings, change the default application to open a file, etc. I have no idea how to fix this. I mean my user account is the Computer Administrator, I took ownership of every file on this user account but still. I have no idea how to fix this.

Sorry for the vague title, I didn't know how to really explain the situation since it includes so many things to it.

Was your second user account given proper Administrative privelages upon creation? There should be an option when you make one.
