Permission errors on D: - Will formatting C: solve it?

Hi,
I have a 500 GB HDD that is partitioned as C: (main System Volume as it has Windows 7 x64 on it) and D: (storage area for software and personal files). My main problem is sometimes, when I wanna delete a folder on the D: partition, it annoys me with a "folder access denied" message saying that you need permission to perform this action. I'm the only admin of my PC and I believe that these errors are a natural consequence of having Windows 7 for like 2 years so now my question is:
If I format C: and install a fresh new copy of Windows 7, will I get rid of these permission errors on D:?
In other words, installing a new windows 7 will reset all the problems of the D: without having to format it?

What you need to do is right click on what you want to delete, click properties, and retake ownership of that item (file or folder). I do believe it is under security, you want to add the permissions for your user account. They were probably created through another user account which will sometimes keep you from deleting them until you take ownership.

I tried this method before (taking ownership) but it's of no use. The funny thing is that when I leave this dialog box for a while and continue working on my PC and then come back to the dialog box and press delete, it deletes!!! It's just annoying that I have to wait for a while before I can actually delete.
I need to format my C: anyway and start from scratch so I'm just asking if the new installation of windows 7 will take this problem away with it or not?

It would be a hit or miss, without knowing exactly what is doing this, there is no way of telling if it will fix the issue.

Thanks for your kind replies anyway. I was trying to know if the source of all these problems is related to Windows 7 being messy (and it is, in fact, and that's why I'm planning to install a new fresh one) or it's more related to the important sectors of the D: partition being messy...

If you are wanting to take the plunge of a reinstall, that is up to you. The permissions thing could be anything from bad sectors on a HDD, Virus, Malware, Hi-Jackware, User Permissions, Protected File, Corrupted File, Corrupted Windows, etc...

One thing you can try doing is moving the file or folder to another location and trying to delete it there.

Moving folders has the same problem as deleting! i.e. when I try to move folders, I get also an error message similar to the case when deleting. Anyway I need a new installation of Windows 7 an I'll see

Have you tried running Malwarebytes while in safe mode?
