Since it looks like you will need to reinstall the OS, I would suggest looking for an alternative AV program. Norton home version has become bloated and hogs system resources, but if you get the corp version, that's a different story.

What computer whiz? You are at the top site for help already.

Install, update and run a full scan with Malwarebytes.

Then uninstall Norton and install Microsoft Security Essentials, update and run a Full scan.

Next run SFC -SCANNOW Command to check if system files are damaged, report back.

If not work through these steps to Clean Up Factory Bloatware in particular establish a Clean Boot, and check the System Resources for solutions to any problems cued.

By now you'll know if you're good or you want to consider the vastly superior Clean Reinstall - Factory OEM Windows 7. We will help you get a perfect reinstall, better than 90% of consumers will ever have.
