Windows 7: explorer.exe crashes!!!

My explorer.exe crashes when opening control panel.
i have tried to do a clean boot that didnt work
did also try to scan for corupted file ( sfc /scannow)- that also didn't work
Finally i went to my C: directory and clicked system32 and tried to look for .clp files that didn't work, but couldn't find any that had any problems.



it also doesn't work in safe mode either.

i tried running malwarebytes and other malware searching program still had no luck.
