Windows 7: Not letting me delete files in this one folder

Hello Sevenforums, I'm trying to delete this file on my hard drive, Its not letting me delete it no matter what i try, I have tried using that file assassin tool that is located in the Malwarebytes Antivirus, still no luck, I am an administrator on my computer,

I have also tried fiddling around in the security tab, i keep going deeper but still doesn't work.

You could try taking ownership of the file then delete it although some system files can't be deleted it does work for many others. Sometimes moving the file to your desktop after taking ownership allows you to delete them.
