Control Panel not responding, Paint and Photoviewer not working.

Alright, so it started around 5-7 days ago. Photoviewer started giving a message with this line:
    C:\Program Files\Windows Photo Viewer\PhotoViewer.dll is not a valid win32 application.

Searched on google, first thing it said was to check if there's any viruses. I scanned it with super-antispyware and had one virus. Did the sfc /scannow and it says it couldn't repair some files (CBS logs are over 3mb ). Cleared the virus and after two days, most of the items in control panel doesn't do anything when I try to click on it (i.e Power Options, Backup & Restore, Firewall) or it gives the line:
    Windows cannot find '::{26EE0668-A00A-44D7-9371
Paint and opening other things through Start Menu gives this line:
C:\Windows\system32\ODBC32.dll is either not designed to run on Windows or it contains an error

I sfc /scannow twice and did a final complete scan with super-antispyware and still no progress. Not sure what to do now.

Hello Conxept and welcome to Seven Forums.

The first thing I'd do is run some additional anti-malware programs. No anti-virus or anti-spyware is 100% effective 100% of the time. If there was such a thing we'd all be using it. Some highly recommended (and free) products are:

    Malwarebytes

    ESET Online Scanner

    Windows Defender Offline

If these scans come back clean I would try rolling back the computer to a date/time prior to the problem first appearing using a restore point. And once that's done I'd do multiple anti-malware scans again just in case the restore point may have been infected.

    System Restore

I downloaded and scanned using malwarebytes and ESET and deleted four viruses, two viruses found in with program but the problem isn't solved. The only restore points that I have are really recent (2 days ago) and it won't fix the problem.

Try running a system file checker scan from an elevated command prompt (option two.) If problems are found, run the scan 3 times and reboot the computer after each scan. After sunning SFC rescan with anti-malware products.

SFC /SCANNOW Command - System File Checker

I did all of that but the problem isn't solved :\

A repair install : Repair Install

Or a clean install : Clean Install Windows 7

These may be your only surefire options. Drastic I know, but ......
