Windows 7: Language Bar displays but does nothing

After looking around for a while I haven't found any similar issues to this on these forums, or anywhere else really.

I've been using the language bar for around six months to input a second language, however it currently displays as 'EN' in the taskbar but doesn't open any options.

To clarify, the language bar is still on the taskbar, and I can get it to float on the desktop by checking the box in the Control Panel, but no options windows open from it when floating or when in the taskbar. Sometimes there's a faint outline of an options window which fades quickly when left-clicking.

I've tried a few things like uninstalling the second language and re-installing, going through all the windows updates, but it seems more like problem is with the language bar itself.
