Repartition Drive

Sry if I posted in the wrong area... this is my 1st time.

My hard disk is around 500 GB, but sb made C: Drive only 17 GB. I need more space there, but I can't extend C. I want to shrink/delete D, and make C: 75-100 GB.
When I use MS Disk Management(the default one), I can't even delete volume D. Option is there, but it always says "unexpected error has occurred".
I tried some partion wizards, but they all say I have C & D, but E is unallocated.

What can I do?
