Windows explorer and control panel opens, but keep loading

I had 2 partitions (400GB and 50GB) and merged them using Aomei partition assistant yesterday. It took few hours and when it complete, I started windows and everything was working fine except windows explorer. When i open windows explorer(or control panel or anything that use same script, i think) it opens but without any content, no disks shown, no files, folder,.... same in CP. I already scaned my C: disk, ran "sfc /scannow" and it said it found corrupt files but was unable to fix them. Details are included in C:/Windows/logs/cbs/cbs.log which i can't open, it says access denied. Also, i'm using xplorer2 to browse and open files because of this problem. I searched google for it and didn't find anything usefull. I have quad-core AMD X4 3.6GHz processor, Asrock 970 extreme motherboard, 4gb ram and ATI HD 6770 graphic card and I'm running Windows 7 Ultimate 64bit. Reformatting disk and reinstalling Windows would probably solve this, but i have 400GB of files to backup so It's not an option. Does anyone know how to solve this?

EDIT: I just booted into safe mode and explorer works now. I still don't know why it doesent work normally
