Desktop Icons covered by default icon

The other day, after running OK for several months, Windows 7 failed to start. In the end I did a clean install again. Everything is now working again, except for one niggling little problem.
All the icons on the desktop, with the exception of the rubbish bin, is overlaid with what I would call the "Default Icon". The icon you would see if a program didn't have it's own icon? Under most of the icons, you can actually see parts of the "propper" icon sticking out from the edges.
Quite a lot of "help" pages suggest that that the IconCache file might be at fault. But I have tried many things to resolve this problem, but so far it just will not go away.
So any help or advice will be greatly appreciated.
