This sys is booting up with a white-on-black screen. Here's the message:

The owner claims that the troubles started with persistent popups involving requests for installation of HP services, all of which had previously been disabled/deleted by me to conserve system resources for a speedier system. FWIW, I had previously upgraded the RAM to the max of 8GB, with excellent results.

I'd like to try a fix as I have no way of knowing if there's also an infection going on here.

Should I begin with the Startup Repair option?

ill help you but help me on my thread.

run startup repair and and see if u can restore it. if not your only option is to reinsall your OS . i recomend windows 8 coz when you install it you get your drivers instantly without having to look em up. but just incase look up your NETWORK driver and download it to a usb

Is Startup Repair going to erase all my data or cause some data loss? This in not my system.

Work through these steps for Troubleshooting Windows 7 Failure to Start.

I'd copy out user files at the earliest chance using the rescue disks in Step 9.

With HP your best course even if it repairs is to do the Clean Reinstall - Factory OEM Windows 7 to shed the corrupting bloatware and duplicate utilties that throttle Win7.
