Use ALT+F4 to close windows.....and do you think next time you could use some proper sentences? It makes it easier to work out what you are trying to say.

Could be the F11 key doing this.

Have you tried a system restore to before this started happening? Ran your malware/A.V.? Help us out here, we need information to help you.

Is the entire top portion of your browser missing including the URL box? If so can you access it by touching your cursor to the top of the screen? If so you've toggled full screen mode using F11 as Layback suggests.

If not run Malwarebytes full scan followed by SFC -SCANNOW Command

the first time it happened i scanned with malware bytes and nothing came back. yes i did a restore but maybe not far back enough. i have avast running with no alerts. like i said this only happens every couple days.the main thing i see is the boxes with yes or no are empty, but i can still click the left one for yes and right for no and they work fine. but when my complete screen opens up there is no x at the top right.thanks

You may have accidently maximized the screen. Sometimes it is hard to get out of that. A reboot may help.

Please open the window that's the problem.

Next type Snipping Tool in Start Search box, open it up and choose under New a Full Screen snip, Save, attach file using Paper Clip in the reply box.
