Depends on the computer manufacturer and what they're selling right now... are you going to buy a new computer?

Right now retail stores like Bestbuy , Staples , and others have refurbished Windows 7 machines but mainly the newer PCs come with Windows 8. If you purchase a PC with Windows 8 Pro you qualify for a Windows 7 Pro downgrade .
If you want a Windows 7 machine take a look at the manufacture website like Dell.com and HP.com they might have some Windows 7 boxes in stock .
This is likely to be changed in the near future as Win8 is going over like New Coke. Stay tuned.
MS will need to make Win7 upgrades available to all PC buyers who were stuck with the Win8 phone app, and put the best OS ever back on new PC's so they begin selling again.
Until then retail WIn7 is still available and should become more so. Since business is migrating nearly 100% off of XPired into Win7, it kinda flummoxes plans to phase it out.
well i am buying a new pc, and fortunately i bought a retail windows 7 home premium 64. i got service pack 1, does that matter (should i get service pack 2)?
SP1 is the latest.
To install Win7 on a Win8 PC you need to disable Secure Boot in the BIOS as shown here: Downgrade Windows 8 to Windows 7
Then install Win7 in UEFI (Unified Extensible Firmware Interface) - Install Windows 7 with - Windows 7 Forums
Watch this video to understand more about UEFI BIOS vs. Legacy BIOS - YouTube
If you have problems with UEFI and would prefer it you can Bypass UEFI to Install WIn7

M$ forced Windows 8 for NEW PCs sales, but you can still buy Windows 7 OS, Windows XP support doesn't end until April 8th, 2014.
Making windows is a funny concept! At this point you are really just paying for an unused serial #.
It's not difficult to get a fresh install disk of win-7 which is about 99 u.s. for home premium,
All manufactures add so much junkware it's best to format and reload windows from scratch on new machines with any version of windows,
So windows 8 machines would be no different.
