Don't always have favorites bar and icons on screen

Hi, I am new with Windows 7 coming from Windows Me (I liked Windows Me). I have several questions, but this is a good place to start. Sometimes I have a full favorites bar across the top of my screen along with the icons for home, feeds, page, safety, etc. Other times I will open up a window by using one of my short cut icons on the screen. At this time I won't have any of these features. What gives? Thanks a bunch for being here and not laughing. (Snickering is okay!)

Right click on the top of the IE page (on the frame). There you can check or uncheck all the bars.

Okay, I can do that. Now why when I click on a short cut icon on my screen is there none of this? I have a short cut for craigslist on my screen and all there is is an address bar, a Star that says "bookmark this page" and the usual minimize, restore, and close buttons?

Yes use the star for bookmarking frequently used websites. Then right click on the taskbar (on the bottom of the screen) and enable "Links" in Toolbars. Then you can easily access those websites via the Links chevrons.

Looking at your screen, I see that I have the "lock the taskbar" and "links" but not the "all". If I could select the "all" would that put my tools at the top of every window?

Right, the "All" is a personal toolbar. If you like to make one, here is how. Toolbars - How to Use in Windows 7 and Vista

The little icons beside each of my favorites are starting to get scrambled - the icon from one site will appear as the icon for another site. I've tried going into Tools>Internet Options>Advanced and resetting Internet Explorer settings, but that didn't work. Any ideas how to solve this one?
