When I wanted to change my desktop wallpaper and also the taskbar colour.
I click on the theme I want, then I see the taskbar not changing.

For you to get the "Window Color and Appearance" window that you show in google is to have Windows 7 selected in Aero themes (personalization window). You have "One Piece Theme" selected. This may be causing your issue.
See if you can change the taskbar color with "Windows 7" as your Aero theme. Then select "One Piece Theme" and see if the taskbar stays the color you changed it to.

When you click on Window Color in the Personalization window and then choose a color, the taskbar should change along with the Window you have open. At least mine does.
Hm, I did try to change to any theme, but the taskbar don't change at all with those themes.

If you are getting that window there is a part of Aero that isn't working.
Are you sure that you have selected one of the default Aero themes prior to clicking on Window Color?
Maybe that custom theme isn't playing nice with Windows. Have you tried to uninstall it and see if Aero works properly?
