Solved How to create a repair disc

I recently purchased a used Toshiba laptop with Win 7 premium home edition. One of the first things I wanted to do is to create a repair disc. I clicked on start and typed in system repair. I got the following list;

Control Panel (5)
Review your computer's status and resolve issues
Restore your computer to an earlier time
View reliability history
Fix problems with your computer
Restore your computer or reinstall Windows

I can't find the repair app. Any suggestions?

If you just wanted to create a System Repair disc, then the tutorial below can help show you how to. Note that this disc is not able to reinstall Windows. It only boots to "System Recovery Options".
If you wanted to create a Toshiba factory recovery DVD that does reinstall Windows back to factory conditions, then the link below from Toshiba can help show you how to.
