Moving windows animation gone, how to fix?

When you move a windows (of an app, explorer, etc..) you can see it moving around. Now when i try moving any windows, it doesn't move, i just see the rectangle of it's shape moving, that's all... Aero is still active and working/ Usually that happens when too many apps are loaded (lack of ram?) but i did reboot, i did wipe caches, still same...

Thanks for your answer... There's an unticked option "Record thumbnails in taskbar" what is it? See no change when ticked...

Hauppauge HD-PVR, Avermedia PCIe TV Tuner, Hauppauge PCI TV Tuner.
Not on pc at moment but there are different ways to get there
Follow the link to other thread above and dwarf shows one way, I go to control panel-performance info and tools-adjust visuals(top left)

I know how to get to the Visual Settings.
I don't see a "Record thumbnails in taskbar" option.

Maybe the OP is really asking about the "Animations in the taskbar and Start Menu" option ?
