I'm new to 7. I can't transfer any files to this empty folder - Library/Documents. I created a new folder called 'Docs' in Library' to see if that would work and the system won't allow me to place any files there either. It seems like I'm not allowed access, but I'm the owner.
Can anyone help me with this?

Did exactly as you said as 'administrator'. At the end I got this message: Windows Performance Protection did not find any integrity violations.
But I still can't put anything to Documents. I've tried changing access privileges to 'everyone', It comes up with an error message and still blocks me.
Do you know whats going on here?
OK, I tried changing ownership - very strange, it doesn't show who owns the object (Documents), I'm the only user of this laptop and theres no network, but it wont let me change ownership. Whats going on here? Some mystery ownership?

That's exactly the problem I came here trying to solve. I am locked out of several files, some I can change the setting and be allowed in, other I cannot. I did a clean install of 7 on the laptop and it is entirely different from the same installation on my desktop.
eta, Other files say TrustInstaller owns it and I cannot change access to those at all.
