It is possible to create user groups on a workstation set-up in windows 7, although as the full set of tools available in a client - Server set-up are not available to you it is a lot more complex and time consuming.

The other issue is that a lot of the tools available in the more professional versions are not available in the Home versions

As long as you have Professional or higher Check out the tutorial Local Users and Groups Manager - Open

You will need to create a new group and allocate your new user to this group, you can then give permissions to access the files and folders you need them to,

Installation permission is more complex as the permission is available to apply but can cause issues as the permission is more wide ranging than just installation
