Windows 7: "Data Manager" stopped working on non-administrative user accounts

"Data Manager" stopped working on non-administrative user accounts

Yesterday I noticed that the Data Manager stopped working popup window when I accessed two secondary user accounts on my computer. It does not happen when I log into the main administrative account. I am running windows 7 on a 64 bit platform. I have attempted to delete the other user accounts and re-create them and the problem continues to pop up. I have even tried to do a system restore and yet the problem persists.

The only changes that I made recently was to install a new Asus graphics card.

Does anyone have a fix to this problem.
